Rong, I am led to the conclusion that the evils arising from this apparently irrepressible vice require and justify exceptional treatment.
I am of opinion therefore that measures may be adopted by which Gambling Houses would be brought under the eye and within the control of the Government, that they may be registered and subjected to Police Regulations, and that the Police may be invested with full power to put down clandestine Gambling in those houses in which there may arise any special case of abuse or disorder.
These measures, however, must be treated as matters of Police and not of Revenue, and any proceeds which may arise from the issue of Licenses or from Registration fees must be set apart for the purpose of defraying Police expenses consequent on the official supervision and inspection of gambling houses.
